Joint Aquatic Resources Permit Application (JARPA)

To streamline the environmental permitting process, multiple regulatory agencies joined forces to create one application that people can use to apply for more than one permit at a time. It is titled the Joint Aquatic Resources Permit Application (JARPA). Local, state and federal agencies work with the Governor's Office for Regulatory Innovation and Assistance (ORIA) to update and maintain the JARPA form. Regulatory Fairness Act (RFA)

The legislature enacted the Regulatory Fairness Act (RFA), chapter 19.85 RCW, to reduce disproportionate costs of state regulations on small businesses. Under the RFA, a state agency must develop a small business economic impact statement (SBEIS) if a rule they propose to adopt under the Administrative Procedures Act will impose more than "minor" costs on businesses.

Permit Timeliness (PT)

Permit Timeliness is in response to a State Auditor’s Performance Audit and RCW 43.42A. Each regulatory agency considers the customer experience to ensure permit assistance is simple to use, easy to access, and designed in a customer-friendly manner. Each agency aims to improve permit clarity, predictability, and timeliness.

Significant Legislative Rulemaking (SLR)

Agencies must determine the costs and benefits of a new rule, determine if there are least burdensome alternatives, coordinate regulations with state and federal law requirements, and develop an implementation, evaluation, and education plan.

EZview

Track projects on the EZview website. ORIA partnered with the Association of Washington Cities (AWC) and the Washington State Association of Counties (WSAC) to develop this resource for local jurisdictions and state agencies. EZview provides project dedicated websites for local governments and state agencies to plan, share, document and collaborate. Project dedicated websites provide open, accessible and up-to-date project information. EZview is safe, secure and cloud-based.

Small Business Liaison Team (SBLT)

The Small Business Liaison Team (SBLT) consists of representatives from 27 agencies whose is to listen to businesses and drive action to make it easier to do business in Washington state. A primary goal of the SBLT is to have an informed small business community capable of understanding and ultimately complying with the state’s licensing and regulatory requirements. The team was formalized and expanded in Executive Order 12-01. ORIA acts as facilitator for monthly SBLT meetings. Subgroups develop outreach programs, solicit ideas for regulatory improvement and develop new business tools.
